The National Pollution Funds Center (NPFC), located in Arlington, Virginia, was established in 1991 by the United States Coast Guard to implement Title 1 of the Oil Pollution Act (OPA) of 1990. This facility, dedicated to protecting America’s environment, was created to monitor and assist with the transportation of oil across American waters. The NPFC has the responsibility of certifying that oil-carrying vessels have the financial ability to pay for clean up in the case of an oil spill.
